Oregon Choices

This program allows the employee to develop a benefit package which meets their own needs. This benefit goes into effect on the first of the month following hire date. Each month the Lottery contributes toward Full Time employee's medical, dental and basic life benefit package:
  • Employee:                                       $387.14 per month
  • Employee & Spouse/Domestic Partner:  $520.12 per month
  • Employee & Children:                         $443.59 per month
  • Employee & Family:                           $531.97 per month
Premium Subsidy: If the total of your monthly medical, dental and basic life insurance premiums are higher than the contribution you receive, the Lottery will apply a premium subsidy to pay the balance in full.
Benefit Program
Group Health Plans Available for employee, spouse, partner, children and stepchildren.

Three Plans:

  • Regence BCBSO PPO
  • Cascade East HMO
Group Dental Plans Four Plans:
  • Oregon Dental Service (Preferred)
  • Oregon Dental Service (Traditional)
  • Kaiser Permanente (Managed Dental Plan)
  • Willamette Dental Group (Managed Dental Plan)
Coverage is mandatory for at least the employee.
Basic Life Insurance $5000 Basic Life payable upon death (excluding suicide).
Coverage is mandatory for the employee at $1.00 per month.
Additional Life Insurance Coverage up to $400,000 for employee, spouse, and/or partner with approval. All Standard Insurance premiums under $50,000 (Basic $5000 included) are deducted before taxes.
Accidental Death & Dismemberment 24-hour coverage for accidental death or loss.
Dependent Life Insurance $5000 life insurance coverage for Spouse/Partner and/or dependent children.
Disability Insurance Short Term Disability:
  • 60 percent of weekly earnings paid for 90 days for off-the-job injuries, illness, or pregnancy.
Long Term Disability:
  • 60 percent pay after 90-day elimination period.
  • 60 percent pay after 180-day elimination period
  • 66 2/3 percent pay after 90-day elimination period.
  • 66 2/3 after 180-day elimination period.
Dependent Care Flexible Spending Account Allows an employee to deduct expenses before taxes if it is necessary to pay someone to care for certain dependents who are not able to care for themselves.

Leaves

Vacation Leave Full Time, Regular and Limited Duration employees receive the following vacation leave:
1 through 5 yrs 10.00 hrs/mo
6 through 10 yrs 11.34 hrs/mo
11 through 15 yrs 13.34 hrs/mo
16 through 20 yrs 15.34 hrs/mo
20+ yrs 17.34 hrs/mo
Sick Leave Full Time, Regular and Limited Duration employees receive 8 hours per month sick leave.
Personal Leave Full Time, Regular and Limited Duration employees annually receive 16 hours of personal leave.
Paid Holidays Nine holidays are recognized: New Year's Day, Martin Luther King's Birthday, Memorial Day, 4th of July, Labor Day, Veterans' Day, Thanksgiving and the following Friday, and Christmas Day, and other holidays as designated by the Governor.

Education Assistance Continuous learning and development are encouraged by providing financial and operational support for college and other advanced educational programs.
Employee
Training & Development
The Lottery is committed to investing in the future and career development of its employees by means of in-house and outside training in the form of workshops, seminars, and meetings.
The need for additional training will be explored during the performance appraisal and Educational Development Program processes. Approval of supervisor and/or department head is required.

Retirement

Public Employees Retirement System (PERS) A Lottery employee becomes a member of PERS after working six months in a qualifying position requiring at least 600 hours per 12-month period. The effective date is the first of the month following meeting this requirement. PERS administers retirement benefits for most public employees within Oregon. Besides retirement benefits, it includes disability, death, and medical insurance benefits. The Oregon Lottery pays the employee's 6% contribution on their behalf. The retirement benefit is part of Lottery employees' compensation package; and should the employee leave public service, they may withdraw from the system and receive a portion of their retirement fund which will be subject to penalty fees and taxes.
Deferred Compensation The Oregon Savings Growth Plan 457 deferred compensation plan allows voluntary contributions from $25 to 25 percent of the employee's salary or $916 maximum on a pretax basis.
All employees are eligible to participate at any time. Once enrolled, the employee has complete access to account information and transactions 24 hours a day.

Long Term Care Insurance

Long Term Care Long Term care is receive either at home or in a facility, when somebody needs assistance with the activities of daily living. You can choose from 4 plan options and benefit duration periods of 3 year, 6 year or unlimited.
Eligibility Includes: Self, spouse, domestic partner, parents/grandparents of the employee or the employee's spouse, domestic partner; adult siblings or adult children of the employee or the employee's spouse, domestic partner.

Other Benefits

Saving Bonds Lottery employees may authorize the purchase of US Savings Bonds by payroll deduction. The bonds will be mailed directly to the employee.
Credit Unions Two credit unions, the Oregon Employees and the State Employees Federal Credit Unions are available to Lottery employees and their families. Direct deposit of pay to the credit unions is possible to share accounts or for the repayment of loans.
Direct Deposit Lottery employees have the option to have monthly checks directly deposited in up to four fixed and one net savings or checking account.
Employee Assistance Program (EAP) Cascade Centers, Inc. provides five free and confidential sessions with a counselor to help resolve issues such as family problems, substance abuse, adjusting to change, or stress.
Parking Free parking is available for all employees at the Lottery Building; however, alternate forms of transportation are encouraged. Special parking is provided for carpools.
Wellness Employees are encouraged to participate in physical fitness programs. Employees may use 30 minutes, three times a week for a regular workout, as associated with our guidelines. We have a small exercise room, lockers, showers, and a jogging path adjacent to our property. Participation depends on workload and supervisor's approval.
